Key Responsibilities
1.Prepares instructions regarding purchasing strategies, systems and procedures
2.Create and administer Procurement plan to ensure material availability to support production and shipment plan
3.Make effective and efficient delivery schedule for raw material and parts. Implement JIT as far as possible throughout the production and material delivery system.
4.Responsible for the procurement of bill of materials for Chart China Operations and be the owner of achieving the procurement targets by working with various stakeholders in the China Operation, including Product Design Engineering.
5.Develops and implements programs to optimize inventory turns and improve working capital performance
6.Improve on-time delivery from vendors
7.Develop analytical and visual management tools evaluating and communicating progress of on-time delivery, inventory and cost reduction
8.Directly supervises purchasing and production control employees
9.Prepares and issues purchase orders and change notices
10.Maintain and update all necessary information of the JDE ERP system as required and JDE is running smoothly that can meet our Production and Material requirement.
11.Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports
12.Reviews purchase order claims and contracts for conformance to company policy
13.Arranges for disposal of surplus materials
14.Improve supply chain processes in the China manufacturing site--to improve operational efficiency.
15.Provide strong leadership to the Procurement Team for effective strategy implementation, identify staff training needs and coach the staff to bring them to the right level of competence.
16.Drive procurement strategies across the organization and get buy in from major stake holders.
17.Generate and analyze management reports related to material and inventory in an accurate and timely manner.
18.Anticipate and resolve any foreseeable problem that may hinder the production from meeting our customer's delivery requirement.
1.5 - 10 years of advanced purchasing experience in technical, metal, heat transfer, fluid control or pressure regulation and in multinational environment.
2.Familiar with the China supply market and experienced in managing Chinese suppliers.
3.Experience in supply chain management with multiple sites.
4.Experience with Kanban and lean manufacturing environment
