职位描述:

工作职责:
Develop and maintain Supplier Database including an evaluation of supplier's work load capabilities Issue requests for quotation for equipment and materials, including creating RFQ documents, expediting bid submittals, and making clarifications on RFQ Perform commercial evaluation of bids received, obtain a technical evaluation of the bid, create a bid tabulation of all bids and develop negotiation strategy with the Procurement Manager In close coordination with the technical staff when necessary, negotiate a contract with a supplier and purchase the equipment and materials with lowest cost possible including favorable payment terms, minimal risk to the Company and for quality equipment.

Perform Contract administration duties including issuing change orders, expediting supplier engineering submittals and delivery of equipment, negotiation of back charges, assessment of Liquidated Damages when appropriate and review and approval of suppliers invoices Assist in the Company's proposal efforts to secure new projects by obtaining quotations from various suppliers

EDUCATION AND EXPERIENCE REQUIREMENT
University degree with Engineering or Business major Minimum 2 years experience with multi-national company Minimum 5 years experience in the power plant industry in purchasing and sourcing Good knowledge of China industries and suppliers Good knowledge of China Contract Law, policies, practices and regulations Good command of English, both written and oral plus have excellent command of Mandarin Be proficient in computer applications such as Microsoft applications, Oracle, Access data base, etc.
