Job Description
Procurement Manager
Department: Procurement

Goal of Position:
1. Lead the procurement team:
(1) Motivate and lead the team members, that the team able to work with high discipline
(2) Distribute the works and control the status
(3) Observe and optimize the work flow to get high performance
2. Cooperate with all another departments as Quality, Final, Logistic, Production and engineering to accelerate and optimize the whole process.
3. The area of responsibility includes the following tasks:
(1) Coordinate Sourcing (Identification and selection of suppliers) together with technical support and engineering team
(2) Improve quality of suppliers: Capacity to influence the quality system of the suppliers and of the delivery
(3) Ability to evaluate offers and to issue orders – understand the Chinese law and create the contract.
(4) Capacity to use all transactions of SAP concerning: Logistics / material management / purchases.
(5) Coaching and Development of Procurement Team Members

Requirement profile:
(1) Knowledge of team leading management and motivation staffs.
(2) Knowledge of SAP, especially with logistics, material management, and purchases.
(3) Knowledge of language: English fluent in spoken and writing, German is benefitial in spoken and writing as well.
(4) Procurement experience for technical part at least 5 years and at least 5 years worked as procurement manager.
(5) Deeply understanding the Chinese law and able to create contracts and solve any conflicts by professional way.
(6) Knowledge of Chinese suppliers for technical parts.
(7) Knowledge of quality management about supplier
development, expediting and logistics
(8) Cost-conscious, knowledge of cost reduction management and skilled negotiation with the suppliers.

岗位职责:

1.全面负责本部门工作,根据公司下达的各项经营指标,统筹安排部门内工作,确保工作的顺利开展。
2.负责根据业务特点完善部门内部现有制度、优化业务流程规范和评价体系,运用绩效管理持续提高部门工作效率。
3.与质量、财务、物流、生产和工程等其他部门协调合作,加快和优化整个项目进程

工作内容:

1.与技术支持和工程团队协调采购(识别和选择供应商)
2.提高供应商的质量:有能力影响到供应商的质量体系和交付
3.能够评估议案并处理订单,了解中国的法律并建立合同。
4.能够操作SAP所涉及的所有交易:物流/物料管理/采购。
5.负责采购小组成员的培养和管理
6.负责根据当期成本预算,合理控制部门成本。
7.负责定期向公司经理汇报工作进展状况,并根据计划变动适时调整部门内工作安排完成上级领导交办的其他工作事宜。

任职要求:

1.掌握系统化的管理知识,拥有丰富的管理实践经验;
2.熟悉、全面了解SAP,特别是后勤,物资管理和采购等各个方面的知识。
3.语言要求:英语口语流利、写作流畅,能与外商进行交流,精通德语者尤佳。
4.至少有5年的技术产品采购经验并且有5年以上的部门管理经验。
5.深刻认识我国法律,了解合同的创建,并且能够通过专业的方式解决合同中出现的任何冲突。
6.了解中国供应商在产品生产等方面的技术知识
7.了解供应商发展、加快物流的相关质量管理知识。
8.具备扎实财务知识和成本控制理念,同时深谙与供应商谈判的技巧。
