Background&Competency Requirement背景能力要求：
Experience in procurement management knowledge and related state policies.精通采购管理的相关知识及相关法律法规；
Be familiar with procurement workflow and procedures.熟悉采购规范流程；
Experience in ER.熟悉ERP采购模块软件；
Sound analysis capability,communication skill,well planning and negotiation skills.具备优秀的综合分析能力、沟通协调能理、计划能力及谈判能力；
Fluent in English.英语流利

Responsibility 职责：
Manage to identifying,developing and qualifying qualifying suppliers.有效管理、开发合格供应商；
To implement yearly sourcing plan.执行年度采购计划；
Negotiate and approve new quotes&contract to ensure budget control.执行采购谈判，签订并执行采购合同，合理控制采购成本；
Manage and evaluate supplier’s performance and credit.对各类供应商进行信用管理与评价；
To learn the main mateirals market information.掌握重要采购物资的市场动态；
To coordinate the payment to suppliers.协调应付采购款项的结算。
