Job Title: Purchasing Manger, China
Report to: Procurement Director - based in U.S.
Location: Shanghai

Job descriptions:
- Be responsible for all indirect material purchasing of R&D center in China
- Lead supplier selection processes, SPW definition with business partners, source locally or globally, implement global contracts when appropriate, and lead all commercial cost and negotiation with suppliers
- Work initially throughout an intensive set up period where 2 legal entities are to be created for the company, and ensure all essential infrastructure elements are put in place through a competitive bidding and thorough due diligence
- Give a solid on the ground support for all construction related efforts and site set up related projects
- Support IT SW, HW and services contracts, Corporate Services Dining, Security, EHS, Shuttles etc; Labs, Equipment and Engineering Tools, Bills of Materials, Spare Parts and Inventory for R&D operations
- Work with Sales and Marketing contracts and related Events; Travel: Hotels, Airlines, Agency, Cards, Human Resources: Staffing, Payroll, Local Insurance, C&B etc; Logistics: Warehousing and Freight
- Prepare and process requisitions and purchase orders for supplies and equipment within a controlled and data driven environment
- Drive cost reduction efforts through negotiation, revisit SOW and enhance competition, administer all reporting and online purchasing systems and requests
- Lead Supplier mgmt efforts and score cards follow up for strategic engagements

Qualification:
- Bachelor degrees or above
- Over 5 years working experiences in purchasing function
- Have experience in working for a global organization with remote management
- Solid negotiation & presentation skills, excellent interpersonal relationships
- Be self disciplined and organized and ability to work across different time zones and cultures
- Technology savvy; advantaged Financial / Legal background
- Fluent English and Mandarin at mother tongue level
