Main Responsibilities 主要职责Purchasing Target Setting and Completion设定并完成采购目标Integrates corporate strategic goals into Purchasing Strategic goals, identifies annual cost saving target, and leads the implementation to ensure the achievement of corporate goals结合公司战略,制定采购战略目标,制定年度的成本节约目标和计划并领导实施,确保工厂年度计划的完成
Purchasing Audit and Control采购环节监督和控制Leads buyers in Negotiation of purchasing contracts and cost savings. 带领采购进行商务合同谈判和价格谈判。Be responsible to ensure all parts sourced meet or are below BOM cost book targets established by program finance.确保所有定点采购的零件都低于项目财务制定的BOM预算.Leads supplier management, participates in major supplier quality issue review领导供应商日常管理,参与供应商重大质量问题的处理 Coordinates other departments’ requirements e.g. when/how to source, early sourcing, cross program supplier selection etc协调其他部门的需求,如何时/如何采购,早期采购,跨越项目选择供应商Ensures all metrics reporting (PP, Scorecard, etc.) are timely and accurate.确保所有报告(PP,Scorecard等)及时准确提交。
Manpower Planning & Budgeting 人力规划和预算Ensures that purchasing department is adequately and efficiently staffed in accordance with company’s business strategies根据公司的业务战略,确保采购部门充足且高效的人力资源配置Be responsible for department budgeting and ensures that actual cost is under control负责部门预算并确保实际花费可控
Supplier Improvement供应商持续改进Improves program-profitability as well as all purchasing activities for the purposes of continuous improvement through global sourcing, long/life-time reductions etc.通过全球采购、长期降价等提高项目盈利能力以及采购活动的持续改进Develops and updates commodity strategy, Reviews and approves new add/change suppliers to ensure a qualified, low cost, and strategically located supply base to support current and anticipated material requirements开发和更新商品策略,审核和批准新增/更改供应商,以确保建立一个满足质量要求的,低成本的,战略定位的供应商队伍来支持现有和未来物料需求
Purchasing Process Execution and Continuous Improvement确保采购流程实施和持续改进Establishes Sourcing Board, organizes review, and approves sourcing decisions建立采购定点委员会,组织定点审核及批准Implements POS procedure within the organization. Continues improve purchasing process within the limits of delegated authority, pushes Best Business Practice在组织内贯彻POS。在授权的范围内持续改进采购流程,持续推行最佳业务实践Improves Purchasing competitiveness and customer satisfaction by driving continuous improvement activities and inspiring innovations of ingenious products, services, solutions and processes通过推动持续改进活动和鼓励创新产品、服务、解决方案和流程,提高采购的竞争力和客户满意度
Competency Requirements (能力要求)
Bachelor’s Degree or above, major in engineering or related fields preferred.
本科或以上学历,工科背景优先
8 years of purchasing experience with demonstrated responsibility for leading groups, Automotive Purchasing experience required.
8 年采购领域管理经验,汽车行业的采购经验优先。
At least 2 years of work experience in management position. 有至少2年的管理岗位工作经验。
International exposure preferred. 适应国际化工作环境者优先
