JOB TITLE/职位 Buyer采购 DEPARTMENT/部门 Service REPORT TO/汇报 Material Manager WORK LOCATION/工作地点 changzhou JOB DESCRIPTION/工作描述Assures the spare parts department receives quality parts/services on-time to the point-of-use.Performs specialized and technical duties associated with the purchase,delivery,quality,and packaging of materials,equipment and services for the company’s spare parts division.Coordinates material flow,conversion of vendors to Genie material management systems,and timely distribution of materials.
Responsibilities:Maintains supplier relationships works to improve lead time,cost,quality and delivery Researches,contacts,and selects potential vendors to receive proposals for price,quality,and timeliness of delivery.Makes independent judgement on purchases up to authorized dollar limits and specifications.Recommends current and/or new vendors.Conveys delivery,inventory,and quality goals to vendors.Works closely with parts sales to understand customer requirements.Procures urgent materials through the most effective means,considering quality,availability,cost,delivery time,and probability of continued support.Participates with other materials team members to evaluate purchasing agreements and contracts.Recommends changes and consolidations that contribute to manufacturing’s requirements and support just-in-time philosophy.Develops and maintains long-term productive relationships with vendors.Develops communications and feedback links.Establishes and maintains a network of information flow and reporting.Maintains up-to-date understanding of the latest thinking in concepts such as total quality management,lean thinking,single piece flow,and just-in-time.Assists in reviewing,revising and originating purchase specifications.Researches and evaluates material usage then establishes ordering criteria to assure adequate but not excessive inventory on hand.Applies historical usage trends plus backlog information to forecast procurement needs.Communicates same with vendors.Understands vendor capacity and limitations to ensure that Genie business is a reasonable portion of vendor’s total.Facilitates communication between suppliers and parts sales team when evaluating situations,solving problems,and/or resolving conflicts and uses negotiation skills to gain leverage on pricing and delivery.Coordinates purchasing services with other manufacturing support services.Performs other duties as assigned that support the overall objective of the position Qualifications:Requires the ability to perform all of the essential duties effectively and efficiently with minimal supervision.Must be able to handle multiple priorities in an ever-changing work environment.Must be able to develop highly technical procurement specifications and bid documents if requirements.Must be able to apply the company’s administrative and departmental policies and procedures.Requires sufficient communication skills to interact formally and informally with a range of individuals inside and outside the company of varied cultural and educational backgrounds.Must be able to prepare and deliver communications in oral and written form.Must be able to create and sustain partnerships with suppliers and manufacturing/engineering teams;ability to work in a team environment.Must be able to perform and produce in a stressful environment with short lead-time while maintaining composer with suppliers and customers.Requires sitting for prolonged periods of time and to make independent judgements based upon evaluating needs versus quality,safety,and cost.Requires sufficient analytical skill to perform mathematical computations,interpret product specifications,and select alternative courses of action with little notice.Uses rigorous logic and methods to solve difficult problem with affective solutions looks beyond the obvious for answers.
Requires an Associates Degree in a business or engineering field and three years technical purchasing and product/vendor selection experience encompassing a wide variety of categories of goods and services for a manufacturing environment.Experience and/or training in just-in-time,total quality management,KanBan,single piece flow,and Lean Thinking preferred.Additional education can substitute for experience.A minimum of two years experience in outsourcing preferred.Project management and general managerial experience a plus.
